You are slowing your progress if you delay. Higher WL translates to better drops. Be it higher ranked materials or higher ranked artifacts. Even world bosses started dropping 5-star artifacts for me. Sure, you can waste your resin and stay at a lower tier. But you'll have to use more resin to get the same rewards as someone on a higher WL.
